Kick-off meeting of the Tempus project "R&D Capacities – Creating R&D Capacities and Instruments for boosting HE-Economy Cooperations"

Leoben/Graz.From March 26-27, 2009, the kick off meeting for the new Tempus project R&D Capacities took place partly at the University of Leoben in Leoben and partly in Graz. The main goal of the project is to establish R&D Services Centres and to develop R&D strategies, services and instruments at four SEE universities. 19 participants from ten international project partners were present at the meeting.

The first activity of the project comprises an analytical assessment of the current situation and the development state of R&D strategies at the universities. For that purpose a first draft of guidelines to carry out the assessment at the partner universities was developed and presented at the meeting to all consortium partners. Besides fruitful discussions about the next project steps, adaptation of the timetable and general experience exchange among all partners, a guided tour through the campus of the University of Leoben was organised. The tour led through some specific institutes and provided useful insight in their activities, projects and laboratories.

The kick off meeting was attended by representatives of the following ten institutions:

The University of Ljubljana has published an invitation for scholarships application for short term student exchanges for students from East and South Europe.

For the academic year 2009-2010 scholarships in the amount of 400 euros per month are offered. Students of our University can apply since we have signed an Agreement on Cooperation with the University of Ljubljana.

Coimbra Group Hospitality Scheme

The Coimbra Group has just launched the 2009 edition of its Hospitality Scheme for Researchers from South East Europe, Georgia and Ukraine.

DBU Scholarship Exchange Programm with CEE Countries

The DBU Scholarship Exchange Programm with CEE Countries enables young scientists from Central and Eastern Europe to broaden their professional horizon in the ecological domain within a reasearch stay at German facilities. Host institutes are research centers and universities, but also enterprises, ministries, public authorities and NGOs. The DBU programme until now covered ten countries - the Baltic States Estonia, Latvia and Lithuania, the region Kaliningrad, Poland, the Czech Republic and Slovakia, Hungary, Bulgaria and Romania. As of 2009 the program will be open for Montenegro as well.

SCOPES - Scientific Co-operation between Eastern Europe and Switzerland


The SCOPES co-operation programme (Scientific Co-operation between Eastern Europe and Switzerland) enables researchers from Eastern Europe and Switzerland to collaborate on their scientific work in mutual partnerships.

The aim of the programme is to enhance the qualifications as well as performance and competitiveness of research groups and institutions in Eastern Europe. SCOPES is a joint initiative by the Swiss National Science Foundation (SNSF) and the Swiss Agency for Development and Cooperation (SDC).

The new phase of the program will last from 2009 – 2013. The following types of grants are available

• Institutional Partnerships (IP)
• Joint Research Projects (JRP)
• Valorisation Grants (VG)
• Conference Grants (CG)

FORECAST – Information Day

All students interested in FORECAST program for student exchange for United States of America are invited to come to the Information Day which will be held on November 10 from 12.00 to 15.00 in the Hall of the Rectorate of the University of Montenegro.

Students of undergraduate studies of all disciplines except students of faculties only available at graduate level in the USA (medicine, law and other faculties) can apply for a scholarship.

The Information day will be an opportunity to find out more about the way to apply, selection criteria and other details.

You can find out more by talking with students who spent their previous year of study at one of the universities in USA, as well as with representatives of World Learning, organization that is implementing the program.

Fellowships of The Government of the Czech Republic

The Government of the Czech Republic is offering two fellowships for undergraduate studies (Bachelor's and Master's study programmes) for the academic year 2009-2010 within the framework of the UNESCO Co-Sponsored Fellowships Programme.

The fellowships are intended for candidates interested in pursuing long-term studies in different universities in the Czech Republic for a maximum duration of 3 to 6 years.

Privileging the fields of study which are essential in fighting poverty, the Czech authorities encourage applicants to pursue studies in hydrology, geology, environmental sciences, life sciences, health services, medicine, agriculture, forestry, technical sciences, economics and engineering. Selection will be made on a competitive basis. Only candidates with the necessary qualification and who demonstrate outstanding academic intellectual promise and personal qualities would have a chance to be selected.

The language of instruction being Czech, selected candidates (at both undergraduate and graduate level) will be required to take a special language and preparatory course before beginning their study.

Deadline for submission of applications is 31 December 2008.

A maximum of two candidatures may be submitted by each invited Member State for this Programme. All applications must be endorsed by the National Commission for UNESCO within the Ministry of Culture, Sport and the Media of the Republic of Montenegro.

Tempus information day

Tempus information day held in the Rectorate of the University of Montenegro on 03 March 2008 was an opportunity for those present to become acquainted with the new phase of the Tempus program - Tempus IV.

The participants were welcome by Slobodanka Koprivica, Vice-minister for education and science, prof. Predrag Miranovic, Vice-Rector for teaching at the University of Montenegro and Spela Zimerman, representative of EC delegation to Montenegro.

Prof. dr Stefan Dukiandjiev, international Tempus coordinator spoke about the possibilites and challenges of Tempus IV, and the coordinator of Tempus program for Montengro, Vanja Srdanovic Drljevic acquinted those present with the general and national priorities in Tempus IV.

Dr Natasa Duborija from the Faculty of Medicine and Milos Boskovic, President of the Student Parliament spoke about the experience of students participating in Tempus projects.

Dean of the Faculty of Electrical Engineering Prof. Srdan Stankovic presented the experience of this faculty from two Tempus projects, and Milijana Novovic from the Faculty of Economics spoke about the positive experiences in the use of Tempus program.

The meeting was an opportunity for potential applicants to have individual consultations regarding the application of projects.

Memorandum on Understanding signed with WUS Austria

On Thursday, 07 February 2008, a Memorandum on Understanding was signed in the Rectorate of the University of Montenegro between the University of Montenegro, the Austrian Development Agency and WUS Austria.
The Memorandum on Understanding was signed by the Rector of the University of Montenegro Prof. Ljubisa Stankovic, H. E. Florian Raunig, Ambassador of the Republic of Austria in Montenegro, dr Gerhard Shaumberger, Head of the Austrian Coordination Office and Goran Drakul, Business Manager in WUS Austrija.
The Memorandum refers to a project in the area of higher education support lasting 3 years, worth 728.282,00 EUR donated by the Austrian Development Agency. WUS Austria is the agency which will implement the project in the following three years in partnership with the University of Montenegro.
Recognizing the need to further develop and modernize the education and training system for both students and teaching staff in accordance with European standars by focusing on the needs of the labor market as well as economic and social development, thus fostering the increase of employment, brain circulation and supporting the development of Montenegro into a competitive, dynamic, knowledge based economy, the signatories have agreed to jointly implement the project named «Support to Higher Education» aimed at the following issues:
- Curriculum development and modification towards market needs
- Brain circulation
- Establishment of Quality Assurance centres
- Student competition

General Public Competition for awarding of scholarships "BECAS-MAEC-AECI" is announced by the Ministry of foreign affairs and cooperation of the state of Spain, for foreigners and citizens of Spain for summer 2008 and 2008/09 academic year.

These scholarships are intended for the following studies in Spain:
- Scholarships for foreigners for Spanish language and Spnish culture studies in Spain
- Scholarships for foreigners for postgraduate, doctoral studies and research activities.

USA embassy delegation visited the University of Montenegro

University of Montenegro, on 26th December 2007, hosted the USA embassy delegation:
- Mr Roderick Moore, newly appointed Ambassador Extraordinary and Plenipotentiary of the United States to Montenegro
- Ms Judith Jones, Public Affairs Officer
- Ms Slavica Rosic, Cultural Assistant

Delegation was hosted by the rector of the University of Montenegro, Prof.dr Ljubisa Stankovic, and vice-rector for international relations, Prof.dr Sreten Skuletic.

After the presentation of structure and activities of the University of Montenegro, Prof.dr Ljubisa Stankovic spoke about the previous cooperation with the institutions from USA. He emphasized a good cooperation with the USA embassy in Podgorica. He pointed out Fulbright visiting scholar program which has a long history in Montenegro and also spoke about the three-year program with the George Mason University and how this cooperation and the exchange of experiences were very useful in restructuring the University of Montenegro. Also, he pointed out the assistance of the USA embassy in establishing the Study program for Teacher Training in Albanian Language. Prof.dr Sreten Skuletic spoke about international relations and other programs that are realized at the University of Montenegro. He pointed out the Forecast student exchange program, as well as the Agreements on cooperation signed between University of Montenegro and Gerge Mason University, University of Florida and University of Sacramento.
Mr Roderick Moore expressed his satisfaction with this progress and positive tendencies of the University of Montenegro. He spoke about ongoing and possible future projects and cooperation with the USA institutions and about the importance of student exchange. He spoke about the possible cooperation with the University of Maine.

Press conference held at the University of Montenegro

Press conference was held on Tuesday, November 6th, at the University of Montenegro. Presented was the analysis of activities in area of international relations and cooperation of the University during the 2007.
On the occasion, vice-rector for international relations Prof.dr Sreten Skuletic presented the new prospectus of the University, as well as the website of the International Relations Office. He presented all the information that could be found on the website which are very useful for professors, students and also to media. Vice-rector Skuletic also presented an overview of the financial means, awarded from the University's own budget to academic staff for participation in international conferences during the 2007. University of Montenegro also has established the Fund for the improvement of academic staff of the University, and financial means spent form this Fund were also presented. Vice-rector Skuletic spoke about current international projects, results achieved, as well as about the plans for future activities.
Press conference was held in the Rectorate of the University of Montenegro.

FORECAST EXCHANGE PROGRAM 2008-2009

The United States Agency for International Development (USAID), with funding from the American people and through its contractor World Learning, will again implement a program for Montenegrin students, the FORECAST Exchange Program. Nine Montenegrin students are already in the U.S. at five different universities for the academic year 2007-2008.

FORECAST Exchange will provide scholarships for one academic year of undergraduate, non-degree study in the United States beginning in August 2008. The scholarship will cover international/domestic travel, tuition, room and board, accident/sickness insurance, a small monthly stipend, and funding for books. Students will take courses in their major field of study as well as electives. They will live in university dormitories and will have the opportunity to participate in campus organizations and activities. They will be also required to take part in community service activities in order to gain a better understanding of U.S. society and values. International conference within the project EC TEMPUS-CARDS-SCM (INTERPOL)

Final conference within the project EC TEMPUS-CARDS-SCM International Relations Policy for Regional Integration Promotion (INTERPOL) took place in hotel Bellevue in Becici, Montenegro, on 24th September. Grant Holder of this project is Nice-Sophia Antipolis University, Coordinator of the project is University of Bitola and Partners are the Ministry of Education and Science of the Republic of Montenegro and the University of Montenegro. Conference was dedicated to regional cooperation in the Balkans. Main topics were Euro-Western Balkans policy perspectives, the Higher Education and Regional Cooperation, the EU programmes for the Balkans region, the best practices in cross-border cooperation.

The Conference was attended by the leading representatives of all 15 universities that were part of this project, such are Nice-Sophia Antipolis University from France, Ghent University from Belgium, Lund University from Sweden, Universities from Bitola, Skopje, Tetovo, Novi Sad, Kragujevac, Nis, Belgrade, Novi Pazar as well as representatives of the Ministry of Education and Science of the Republic of Montenegro, TEMPUS office and University of Montenegro. Besides of the abovementioned, conference was also attended by the delegation of the George Mason University from the USA.

Rector of the University of Montenegro, prof.dr Ljubisa Stankovic, opened the conference. Other speakers were prof.dr Sreten Skuletic (vice rector for international relations at the University of Montenegro), Violeta Panovska (rector of the University of Bitola), Eric Gasperini i Julien Gaertner (Nice-Sophia Antipolis University), as well as many others who spoke about abovementioned topics and also presented their institutions.

Delegation from the George Mason University, USA, visited the University of Montenegro

During the period 23-29.September 2007, University of Montenegro hosted delegation from the George Mason University:

-  Gail Kettlewell, Research Professor, International Postsecondary Development program
-  Mark Hilton, Doctoral student, International Business faculty
-  Mark Kidd, Associate Dean for Academic Initiatives, University Life

At first, GMU delegation was in Becici where they attended an international conference within the project EC TEMPUS-CARDS-SCM International Relations Policy for Regional Integration Promotion (INTERPOL).
After the conference they were in Podgorica, at the University of Montenegro, where the work on joint project between the University of Montenegro and the George Mason University continued. Considering that this three-year project will be finished till the end of this year, University of Montenegro has presented to the GMU delegation final proposal of the University's administrative structure and other details regarding objectives of the project.
In order to establish further cooperation, GMU delegation also visited the Faculty of Law, Faculty of Political Science and Law of Economics in Podgorica. The main issue was about organizing summer institutes and student exchange.

Austrian delegation at the University of Montenegro

University of Montenegro, on 30th May 2007, hosted the Austrian delegation:

- Mr Florian Rauning, Austrian ambassador to Montenegro
- Dr Claudia Rochel-Laurich, Federal Ministry of Foreign Affairs in Vienna, Deputy director of the department for the implementation of cultural and scientific projects
- Mr Samira Krpuljevic-Seferovic, Vienna
- Mr Iris Tremetzberger, Austrian lecturer at the Faculty of Philosophy in Niksic

Delegation was hosted by the rector of the University of Montenegro, Prof.dr Ljubisa Stankovic, and vice-rector for international relations, Prof.dr Sreten Skuletic. Dean of the Faculty of Philosophy in Niksic, Prof.dr Bojka Đukanovic, also attended the meeting.

After the presentation of structure and activities of the University of Montenegro, previous cooperation with the institutions from Austria were considered. Taking into account the needs of the Faculty of Philosophy and the existence of the study programme German Language and Literature in Niksic, it is agreed that it should be considered that a part of the Austrian library, regarding language and literature, would be located at the Faculty of Philosophy in Niksic, and that the other part of this library would be located in Podgorica, either within the University library or the town library.

Also, the question of founding the Austrian Library in Montenegro was considered.

 Seminar within the project "INTERPOL" held at the University of Montenegro

Seminar within the project EC TEMPUS-CARDS-SCM-International Relations Policy for Regional Integration Promotion (INTERPOL) on international cooperation in area of higher education, was held on 31st March 2007 at the University of Montenegro.

On the occasion, University of Montenegro hosted two lecturers - EU experts:

  1. Mr. Valere Meus, Ghent University, Belgium and
  2. Mr. Guy Choisnet, University of Nice Sophia Antipolis, France

Seminar was attended by the representatives of the Ministry of Education and Science, Rectorate of the University of Montenegro, Faculties and Institutes of the University, as well as the student representatives.
After the presentations prepared and performed by the EU experts, all present at the Seminar participated in a discussion about the issues of international cooperation in the area of higher education.

Establishement of Six Walk-in Internet centers for the University of Montenegro

Within the framework of Austrian-Montenegrin co-operation, Austria, through Austrian Development Agency GmbH and Austrian Embasy in Montenegro signed on 28th of July 2006. in Podgorica, Montenegro, with Ministry of Education and Science of Republic Montenegro and the University of Montenegro, the Agreement for the project: Establishement of the Six Walk-in Internet centers for the University of Montenegro.

The Agreement has been signed from Austrian side by Amb.Dr Michael Linhart, Director of the Austrian Development Agency GmbH and Mag Florian Raunig for Austrian Embasy, and from Montenegrin side by Prof. dr Slobodan Backovic, Minister of Education and Science of Montenegro and Prof.dr Sreten Škuletić, Vice Rector for International Relations of the University of Montenegro.

This project will once more stress Austrian efforts to help the Montenegrin society in its transition and association process, which will also be an opportunity for the ADA to promote Austria as the leading country in the Western Balkans when talking about improving Higher Education in accordance with EU standards.

The main goal of this project is to provide computer resources and to open six walk-in internet centers for students and academic staff. The existing internet center in Podgorica will be renovated and additionally four new Walk-in Internet Centers in Podgorica, Kotor, Cetinje, Bijelo Polje and Niksic established. The Center in Podgorica will have the capacity of 15 clients working simultaneously, as well as 3 working stations for project administration and one server. The Centre in Niksic will consist of 15 computers and one server each. Other three walk-in centers should be appropriate to receive 10 clients in same time, consisting of 10 computers
and one server each.

The project is planed to last five (5) months, starting 1st September 2006.

Agreement on Cooperation signed with the University of Shkodra

On 24 August 2006 the rector of the University of Montenegro, Prof Ljubiša Stanković and the rector of the University of Shkodra, Prof. Mahir Hoti signed the Agreement on Cooperation between the University of Shkodra and the University of Montenegro. The signing of the Agreement represents continuation of successful cooperation of these two universities during the past three years i.e. since the first signing of the Agreement. The cooperation refers in particular to organization of the Independent study program for education of teachers in the Albanian language and engagement of teachers from the University of Montenegro in Shkodra.

Agreement on cooperation between the two universities foresees the following:
 

  1. Joint realization of teaching for particular subjects,
  2. Educate teaching staff and researchers for particular subjects with the aim of their professional and scientific development,
  3. Joint work of teachers and researchers in research projects,
  4. Engagement in joint activities,
  5. Cooperation in obtaining the necessary material for carrying out theoretical and practical teaching,
  6. Exchange of students and all other forms of possible cooperation,
  7. Participation of teachers from the University of Shkodra in the Commissions for defending of master’s and doctoral theses for the candidates from Montenegro (costs shall be born by the University of Montenegro), 
  8. Participation of teachers from the University of Shkodra in the Commissions for passing specialist exams as associate members upon the proposal of the University of Montenegro, for each candidate, and based on the decision of the Teaching-Scientific Council of the University of Shkodra (costs born by the University of Montenegro).

Agreement on Cooperation signed between the University of Montenegro and University of Zenica

The Rector of the University of Montenegro, Prof. dr Ljubisa Stankovic and the Rector of the University of Zenica, Prof.dr Sabahudin Ekinovic, signed an Agreement on Cooperation between the two universities. University of Montenegro hosted delegation from Zenica:

1. Prof.dr Sabahudin Ekinovic, rector of the University of Zenica
2. Prof.dr Zeljko Suljevic, vice-rector for teaching and student affairs
3. Prof.dr Darko Petrovic, vice-rector for international relations
4. Mr Besim Spahic, the speaker of the Assembly of Zenica-Doboj Canton


According to the available resources, both of the Universities are in accordance to realize mutual cooperation through the following activities:

  1. promotion of individual contacts between students and university staff of the two universities
  2. providing opportunities for the exchange of lecturers in order to promote cooperation regarding lectures and research activities
  3. providing opportunities for the exchange of students in order to promote undergraduate and postgraduate science and practice
  4. development and promotion of joint research, seminars, international conferences, workshops, with an effort to provide financial means from external sources
  5. establish exchange of scientific achievements through the exchange of scientific magazines, e-magazines, academic materials, means and services
  6. developing joint programmes on distance learning
  7. developing joint programmes on academic staff development and improvement
  8. developing other activities that are of mutual interest and benefit for both universities.


It is also agreed that:

  • Initiatives for joint projects should be directed to deans of the faculties in order to get the approval from the university. Reports should be delivered both to the university and faculty at the end of each phase of the project.
  • Each faculty/university will continue with regular payments to its staff during the exchange or duration of programme. However, through specific agreements, host university/faculty can (jointly) consider an extra payment for students on exchange during their engagement.

  • Host university will help in finding accommodation for participants,
  • Financial arrangement for joint research, seminars, workshops, conferences and similar activities will be provided from the available funds.
